Move family to a different neighborhood.

Make a copy of the family and then: Main Menu > Choose neighborhood.
Your family should be on the Family Bin!
Now follow the usual steps: Move In & Play!

Note: Moving a family to a different neighborhood will delete all its' data [relationships, for example]. Be sure you want to do this!
